THE FRENCH BULLDOG CLUB OF ENGLAND
RULES & REGULATIONS
1.NAME The Club shall be named the French Bulldog Club of England (hereinafter for the purposes of these rules to be referred to as “ The Club”).
2. OBJECTS The objects of the Club should be to adopt the Kennel Club standard by which French Bulldogs shall be judged; to urge the adoption of that standard upon owners, breeders and exhibitors; to bring to the notice of the public the qualities of the French Bulldog.
3. BANKING AND ACCOUNTS A Banking Account shall be opened in the name of The French Bulldog Club of England into which all revenues of the club shall be paid. Withdrawals shall only be made on the signature of the Treasurer and the Secretary and/or the Chairman.
The financial year shall commence on 1st January and end on 31st December. The accounts of the Club shall be certified annually by one qualified accountant or two unqualified individuals, with accountancy experience, appointed by the Committee, except if otherwise requested by the Kennel Club. A copy of the Statement of Accounts shall be sent to each Member prior to the Annual General Meeting.
4. RULES The rules of the Club shall be binding upon Members and shall not be altered or varied, except by the proceedings of an Annual General Meeting or a Special General Meeting of the Club. Notice of a General Meeting convened for the purpose of alteration of the Rules shall be given in writing to the Secretary at least twenty-one days before such meeting, and it shall be the duty of the Secretary to inform each Member of the Club of the proposed alteration or new rules at least fourteen days before the said meeting. No addition, alteration or amendment to those rules passed at an Annual General Meeting or Special General Meeting shall become effective until after the Kennel Club has finally approved the addition, alteration or amendment.
5. CONSTITUTION: The Club shall consist of Members who shall be required to complete a form of Application approved by the Committee, which shall be issued by the Secretary. Candidates shall be proposed by a Member and seconded by a Member. Election shall be vested solely in the Committee. The names and addresses of members shall be entered in a book kept by the Secretary for that purpose. The book shall be open for inspection by Members at reasonable times. The Club must make a list of Members and their addresses available for inspection if so requested by the Members of the Club or by the Kennel Club. The Officers of the Club shall be President, Secretary Assistant Secretary and Treasurer. The Officers of Secretary Assistant Secretary and Treasurer shall be appointed by the Committee. There shall be Honorary Officers of the Club who shall consist of Life Presidents and Vice Presidents. The Secretary, Assistant Secretary and Treasurer need not be Members of the Club. The Secretary shall be an ex-officio member of the Committee without a vote. The posts of Assistant Secretary and Treasurer may be either filled by members of the Committee, who retains his or her vote, or by a non-elected person, who thereby becomes a non-voting ex officio member of the Committee.
Club Management; The Club shall be managed by a Committee which shall consist of a maximum number of fifteen members.
The person or persons holding office of President shall hold no other office. The Committee shall elect a Chairman and Vice-Chairman from among their body at their first meeting of the year who shall hold office for two years, and no person shall be eligible for election who has not served at least three years as a member of the Committee.
Attendance at Committee Meetings: Any Committee Member who fails to attend three consecutive meetings shall there by vacate their seat and be ineligible for re-election for the next twelve months. However, in extenuating circumstances, the Committee is empowered to exercise its discretion over the application of this rule.
6. MEMBERSHIP AND VOTING POWERS Members shall have power to vote upon all such matters as may be put to the vote by the Officers of the Club presiding and any General meeting of the Club or upon any such matters as the Committee may decide to refer to a vote at any General meeting of the Club or upon any other occasion. Voting by proxy shall not be permitted at any meeting.
7. MEMBERS Applicants for membership of the Club shall be proposed by a Member and seconded by another Member of the Club. Applicants shall be elected, balloted for, by the Committee at their next meeting and an approval for Membership shall be by a Majority Vote. Unsuccessful applicants may re-apply for Membership.
8. ANNUAL SUBSCRIPTION There shall be an Annual Subscription payable on the 1st January each year as Membership fee, of such a sum that Members shall decide upon from time to time by resolution of a general meeting. Joint membership, of which a Subscription will also be set by the members, shall cover husband and wife, applicants who share the same address, are in joint ownership of dogs or have a joint interest in a prefix. Members elected after the 1st October shall not be required to renew their subscription for the next calendar year.
No form of payment or donation other than the Annual Subscription shall entitle any person to become a Member.
Failure to pay by the 28th February, for any reason whatever will deprive the Member of voting rights for that year and at the discretion of the Committee may also involve the erasure of the member’s name from the Roll of Members.
9. EXPULSION OF MEMBERS Any Member who shall be suspended under Kennel Club Rule A43j (4) and/or disqualified under Kennel Club Rule A42j (8) shall ipso facto cease to be a member of the Society for the duration of the suspension and/or disqualification. If the conduct of any Member shall, in the opinion of the Committee of the Society be injurious or likely to be injurious to the character or interests of the Society, the Committee of the Society may, at a meeting the notice convening which includes as an object the consideration of the conduct of the member, determine that a Special General Meeting shall be called for the purpose of passing a resolution to expel him/her.
Notice of the Special General meeting shall be sent to the accused Member, giving particulars of the complaint and advising the place, date and hour of the meeting that they may attend and offer an explanation. If at the meeting, a resolution to expel is passed by a two-thirds majority of the Members present and voting, their name shall forthwith be erased from the list of Members, and he/she shall thereupon cease for all purposes to be a Member of the Society, except that they may, within two calendar months from the date of such meeting, appeal to the Kennel Club upon and subject to such conditions as the Kennel Club may impose.
10. WITHDRAWAL FROM MEMBERSHIP Any member may withdraw from the Club by giving written notice of resignation to the Secretary. A Member having withdrawn shall have no claim upon the Club.
11. ELECTION OF PRESIDENT The President shall be ipso facto an additional Member of the Committee, without a vote, who shall hold office for three years, and shall be elected, by a vote of Members cast by Postal Ballot contained in a special envelope which shall be opened at an Annual General Meeting or Special General Meeting of the Club.
12. ELECTION OF THE COMMITTEE: The Committee shall consist of a maximum of fifteen Members all of whom, on first election shall have been Members of the Club for not less than two years, and shall be elected by a vote of the Members which shall be cast by Postal Ballot in a special envelope which shall be opened at an Annual General Meeting or Special General Meeting of the club.
A husband, wife, or partner of an Officer or Member of the Committee may not serve on the Committee concurrently
Committee members will serve a three year term at the end of which they will be eligible for re-election except that any Member who replaces another will have to stand again at the normal retirement of the replaced Member. The Committee is empowered to fill any vacancies which occur within its Term of Office provided that the number of vacancies at any one time does not exceed five Members of the Committee.
13. SPECIAL POWERS OF THE COMMITTEE The Committee shall have the power to deal with any question relating to the management of the Club not provided for by the Rules. Meetings of the Committee shall be held as required. Four Members of the committee shall form a quorum. Special meetings of the Committee may be called by the Secretary in an emergency or if notice is received from six members of the Committee.
14. GENERAL MEETINGS That a General meeting of the Club shall be held annually at such a time and place that the Committee shall appoint. Eight Members of the Club shall form a quorum at such meetings but a minimum of twenty-five Members should be present before it is permissible to alter the Rules. At least fourteen days notice shall be given to every Member of the Club. No business shall be transacted at an Annual General Meeting of the Club unless notice thereof appears on the Agenda with the exception of routine matters or those which in the opinion of the Chairman of the Meeting are urgent. The Committee shall at any time, upon a requisition in writing, signed by twelve Members of the club and specifying the business for which such a meeting is required, summon a Special General Meeting of the Club. If the Committee fails to call such a Meeting within fourteen days after receipt of the said requisition, those signing the same may call a meeting co-jointly.
15. TROPHIES Trophies and Cups on offer are only awarded to fully paid up Members and that when the Club offers prizes of Cups and trophies, this will be published in the schedule for the show. That all Challenge Cups and trophies presented by the Club shall become the sole property of the Club the Donor having made the said Challenge Cup or Trophy a gift to the Club. The Committee has the right to alter the conditions and objects of the Challenge Cup or Trophy should it be in the interest of the breed and/or Club. That in the event of the Club being wound up or defunct, the Club Funds, Cups, Trophies etc, after defraying any Club expenses or debts, shall be disposed of by the Committee at their discretion.
16. ANNUAL RETURNS TO THE KENNEL CLUB The Officers acknowledge that during the month of January each year, Maintenance of Title fee will be forwarded to the Kennel Club by the Secretary and that by the 31 July annually, other returns as stipulated in the Kennel Club Regulations for the Registration and Maintenance of title of Societies and Breed Councils and the Affiliation of Agricultural Societies and Municipal Authorities will be forwarded to the Kennel Club.
The Officers also acknowledge their duty to inform the Kennel Club of any change of Secretary that may occur during the course of the year.
17. WINDING UP OF THE CLUB The Secretary, or appointed Member of the Committee, shall furnish the Kennel Club with a final statement of accounts and record of the disposal of the Club’s property within six months of the Club being wound up, and the persons named as Officers of the Committee of the Club, on the last return furnished to the Kennel Club will be held responsible by the Kennel Club for the proper winding up of the Club.
18. That the Club shall not support in any way shows where a sweepstake system is applied to the French Bulldog Classification except as regards Brace and Team Classes.
19. That the Kennel Club shall be the final authority for interpreting the Rules and Regulations of the Club and in all cases relevant to Canine matters.
20. The Club shall not join any Federation of Societies or Club.
21. JUDGES LIST Judges Lists, prepared in accordance with current Kennel Club practice, shall be included in the Club’s Annual Returns to the Kennel Club. The Club reserves unto itself the right to produce a list of judges.
A1 List; All persons whom the Club would support and who have been previously approved by the Kennel Club to award Challenge Certificates in the Breed and have carried out the appointment
A2 List; All persons who are deemed ready to award Challenge Certificates in the Breed, fulfil all the requirements of the A3 List, have been approved by the Kennel Club for inclusion on the A2 list but have not yet carried out their first appointment.
A3 List; All persons whom the Club would support to award Challenge Certificates in the Breed, who meet the Club’s criteria for inclusion on the A3 list but, who as yet have not been approved by the Kennel Club for inclusion on the A2 list.
B List; Those persons whom the Club would support to judge the Breed without Challenge Certificates and who meet the Club’s criteria for inclusion on the B list.
C List Those persons whom the Club would support to judge the Breed without Challenge Certificates and who meet the Club’s criteria for inclusion on the C list
